Contractors and/or previous employees always have the possibility of being rehired and Compliance has created an easy way for you to 'add' them back to your account:
Navigate to the People module from the left navigation bar.
Search for the user you'd like to reactivate. Ensure that filter is not set to only search for active users.
Open their profile and click Activate User on the right-hand side.
